- To avoid duplication of services in a geographic area
- To identify service gaps in the community and provide information to policy makers
- To advocate and promote Iowa's Information and Referral service capabilities at a state level
- To work within regional and national I&R organizations to promote I&R services

What is Information & Referral (I&R)?

I&R programs are the traditional point of contact for people in the community who require information about or linkage with human services providers.  I&R programs provide early intervention and resource support for people in times of personal and family crisis.  They simplify access through the maze of social service programs and help people find the strength to cope with even the most difficult situations.   The I&R process reinforces the individual's capacity for self-reliance and self-determination through education, affirmation, advocacy, collaborative planning, and problem solving.

Components of  Information &Referral:
- resource file
- data collection
- access to services
- referral giving
- advocacy/intervention
- cooperative program development
- cooperative decision-making
- classification system
- training
- information giving
- follow-up
- community outreach
- data analysis and reporting

Services for the Community:
I&R resource files support referral efforts and also provide an inventory of human services for the community.  I&R resource lists, directories, electronic databases and other resource file products provide information alternatives for people who do not need the professional assistance of an I&R Specialist.  I&R statistics review the gaps in service and help to establish priorities for funding social services.   I&R is a profession with a comprehensive understanding of the human services delivery system and a holistic view of people's wants and needs.  I&R programs are uniquely positioned to meet the information needs of individuals and families, as well as, agencies, community planners, and funding sponsors.  I&R services are non-stigmatizing, confidential, and available to all citizens at no cost.
